International Judging
Category Winners Selected By International Judges
International judges evaluate the shortlisted entries and select the category winners.

- International judges conduct detailed individual evaluations.
- Candidates present their solutions live with Q&A sessions.
Rule
Panel members assess independently before the live presentations.
Outcome
14 category winners are selected.
Flagship Selection
Flagship Finalists and Official Recognition
The Cross-Pillar Flagship Panel reviews the three finalist pools.
Key process
- 21 flagship finalist positions are confirmed.
- Final decisions are approved and winners notified confidentially.
Rule
Results are approved before winners are notified, confidentially.
Outcome
Winners are recognized publicly at the DCO General Assembly.
Judging Criteria
Submissions are evaluated on creativity, impact, responsibility, and the potential to scale.
